0038729: Verbosity logs should be created at any organization level

Description

Right now the verbosity logs are always created for * organization. This is working fine in most scenarios.
However in real life there are users that might not have access to * organization, mainly because they have an "Organization" level role only.
In those cases the verbosity log records will be successfully created but the user that launched the task generation won't have access to it.
This is a conflict because the user should have access to it.

This is declared as a minor DD because:
1. The solution is as easy as declare the role as "Client + Organization"
2. Fixing it would require from one side to add a complex logic for getting the verbosity log configuration and from the other side it would require to change the table's data access level definition

Steps To Reproduce

With AWO and AWO SampleData installed

Log in as AWO QA Admin

Go to Role Window and create a new record with:
  - Client: AWO-QA
  - Organization: *
  - Name: Test
  - User Level: Organization
  - Manual: Yes
Move to Org Access Window and create records for:
  - Organization: US
  - Organization: US East Coast
  - Organization: US West Coast
Move to Window Access Tab and create 2 new records with:
  - Window: Warehouse Operations
  - Editable Field: Yes

  - Window: Warehouse Verbosity Log
  - Editable Field: No

Go to User Window and create a new record with:
  - Client: AWO-QA
  - Organization: *
  - Name: Test
  - Username: test
  - Password: test
Move to User Roles Tab and create a new record with:
  - Role: Test

Go to Warehouse Verbosity Configuration window and create a new record
  - User: blank (it means log for any user)
  - Level: Info

Log out and log in with test user

Go to Warehouse Operations Window
  - Clear the filters and select the record with Product: Energetic Drink, Storage Bin: Food001
Click on Put-Away and Done

Go to Warehouse Verbosity Log verify the record can't be seen.
