DescriptionOpenbravo exposes Axis services page even if there are no service registered.

 -See it is accessible
Proposed Solution* Disable these services by default, as in most of the cases, Openbravo does not deploy any of them.
* Make it possible to configure instance to serve them [1].

fixed issue 37816: Axis services page is always available

   SOAP ws are disabled by default.
