Cannot have Terminal Authentication disabled in one client and enabled in another client on the same instance

In LoginUtilsServlet.initActions function the preference is searched without client filter and with the following filters:

- Visible at Client: empty or System
- Visible at Role: empty
- Visible at Organization: empty or *
- Visible at User: empty
- Visible at Window: empty

Steps To Reproduce

As F&B International Group Admin:
   Create the following preference
      Client: F&B International Group
      Active: Y
      Property List: Y
      Property: Terminal Authentication enabled
      Value: N
      Visible at Client/User/Role/Window: empty
      Visible at Organization: * (conflict will be raised if not defined)
   Check the preference is set to Y as System level

Log in a POS Terminal of The White Valley Group:
   Check the Terminal Authentication feature is not active

As The White Valley Group Admin:
   Create the following preference
      Client: The White Valley Group
      Active: Y
      Property List: Y
      Property: Terminal Authentication enabled
      Value: Y
      Visible at Client/User/Role/Window: empty
      Visible at Organization: *

Log in a POS Terminal of The White Valley Group:
   Check the following warning is shown:
"There is a conflict related to preference -Terminal Authentication enabled-. System will use '%' as value."
