0037207: [UX] Scrolls do not work in Windows 10
Dragging with the finger in the BROWSE, SEARCH, receipt area does not scroll the viewport in Windows 10.

Prior to the fix of the issue 36443 worked properly.
In a Windows 10 environment with a capacitive touch screen, open the WebPOS and try to scroll any list of items BROWSE, SEARCH, receipt by touching and dragging in any area of the list.
1. Revert this issue

2. Apply the attached diff, which is a less aggressive solution for the issue 36443 that does not break the mentioned scrolls.
