0036866: Make explicit in the UI why a toolbar button is disabled
Sometimes the logic that controls when a toolbar button should be disabled is complex [1], and it can be difficult for a user to know by a button is not enabled.

It would be very useful to have a way to make explicit in the UI why a button is disabled (i.e. using a tooltip)

Yes, any relevant information should be shown in the tooltip displayed when the mouse is over the element.
