Fixes issue 35662: Improve performance of BP selector in FA window

Improve performance of Business Partner selector in Financial Account window.
"Business Partner selector without default expressions" will be used instead of "Business Partner not filtered by default by customer/vendor" as Business Partner selector in Financial Account window in Account and Bank Statement Lines tabs.
Thus, we take advantage of c_bpartner_name_id index.
