Summary0034942: API Change required for OBDal class
DescriptionDue to the changes about to be introduced in the read-only pool project[1], the OBDal class is no longer a singleton: it will not implement OBSingleton anymore but OBNotSingleton instead. Therefore, this is an api change[2].
