Description

It should be possible to manage Distance Sales EU that implies to manage Local VAT and Foreing VAT depending on threshold

Steps To Reproduce

Create a Business Parner for intance a customer located in Italy, both shipping and invoicing address, for an Organization located in Spain (e-commerce organization).

The organization located in Spain is allowed to settle local taxes in the corresponding EU country as its sales are up to the corresponding threshold in that country, ie. Italy.

Create a Sales Order for the Italian customer, check that the tax rate selected by default is "Entregas Intracomunitarias Exentas" but "Italy National VAT" should have been applieed.

Currently there is no way to configure this scenario by default but just to manually create those "National VAT" tax rates and select them in order/invoice lines as applicable.
