Steps To ReproduceAs group admin role:
   In order to have a legal organization without any costing rule already validated: create a new organization, vendor, stocked product, tax category, calendar...
   Apply Core's dataset on the organization
   Create a costing rule and do not set its starting date
   Validate it
   Create a goods receipt and complete it
   Create a Landed Cost header
   Create a new record in the Receipts tab
   Open the Goods Receipt selector and check you cannot select the goods receipt
