Summary0032616: [PR16Q2] It is not possible to delete a Commission
DescriptionI've created a commission but after generating I've detected an error. Delete is not possible. See steps.
Steps To Reproduce1. Enter as F&B Admin role
2. Go to Commission window
3. Create a new commission completing the mandatory fields and save.
4. Click the "Generate Commission" button
5. Try to delete the record. A message saying that linked items should be reviewed first.
6. Open linked items, there is only one record, on Commission Payment window.
7. Note that the window is read only, so that record cannot be deleted, therefore it is not possible to delete a Commission

Test Plan Mantis:
As the F&B International Group Admin role:
    - Go to Comission window
    - Create a new record and save it
    - Click the "Generate Comission"
    - Realize that this record cannot be deleted due to
      dependency to another record in Commission Payment
    - Go to Commission Payment window
    - Find the previously created Commission Payment
      and realize that it cannot be edited or deleted.
