DescriptionAPI change is required because the class ChildTabRecordCounterActionHandler has been deleted.

This class' only reference was deleted time ago by the changest[1] and it is not used anymore, so it has been deleted.

fixed issue 32294: Api change

The ChildTabRecordCounterActionHandler class has been removed. This implies
an api change, so the java.japi has changed.
