Proposed SolutionBelow new tax rates need to be created:

'Arrendamientos 21% -19%R (pagos) IVA de Caja' - same setup as 'Arrendamientos 21% -19,5%R (pagos) IVA de Caja'

Arrendamientos 21% -19%R (cobros) IVA de Caja - same setup as 'Arrendamientos 21% -19,5%R (cobros) IVA de Caja'

but valid from date (01-01-2016) and withholding tax rate that decreased to 19%

These two tax rates are going to be created by the customer so we will need to have the corresponding IDs.

On hold until we know if this client submits 340 Tax Form, as well how often do they submit 303 tax form.
