DescriptionIsWittholdingTax column is not filled when importing tax rates
Steps To ReproduceAs group admin role:
   Go to Import File Loader window, select the attached file and Format file = 'Taxes: Complete' and process
   Go to Import Taxes window and run the Import Taxes process
   Go to Tax Rate window and check the tax rate has been created
   Check through database the iswittholdingtax column has no value

 Process
 
Go to Import Taxes window and run the Import Taxes process

Check through database the iswittholdingtax column has a value 'N'
