Steps To Reproduce1. Go to Financial Management || Receivables & Payables || Transactions || Settlement || Settlement >> Cancelled Payments
2. Click on Change Debt Payment button
3. It has no effect

Solution:
Buttons in tabs defined as read-only will be clickable in case the data is editable, if data is not they will be disabled.
