Initial Client Set Up selecting Spanish COA (Pymes and General) doesn't create Element Value Operands for the new Entity. The COA is correctly created, but there is no operands.
If the import account process is used instead, it works.

This functionality was never present in the Initial Client Setup.
Currently users have to either re-import the COA to get the operands or define them manually.
