Steps To ReproduceAs group admin role:
   Configure the Inter-company Purchase Order document
   Configure the Business Partners of the Organization
   Add two shipment locations to the business partner configured as customer (associated with the purchase order's organization)
   Create a purchase order for that organization and the business partner configured as vendor
   Book it
   Check the first defined address is set in the Sales Order Partner Address field
