0028766: Recommended browsers list should be updated

Description

Our current recommended browser list is outdated

Openbravo ERP recommended browsers should be the latest version of the available browser of each vendor. This is because:
* In most cases it is the only browser supported by the vendor
* Usually people use/test Openbravo ERP with the latest browser version (several browsers auto-update themselves)

Also, there is a time buffer since the release is frozen until it reach the "Confirmed Stable" status, so most of the people will have already the recommended version or higher by the moment they upgrade their instance

For 15Q1, the recommended version changes are:
Mozilla Firefox: from version 4 to version 31 (latest ESR)
Google Chrome: from version 9 to version 40
Internet Explorer: from version 9 to version 11
Safari: from version 5 to version 8

Note that Safari for Microsoft Windows (latest version 5.1.7) is discontinued:
