Summary0028345: Not possible to prevent deleting some attachments
DescriptionRight now there is not a way to preventing deleting concrete attachments.
If you try to do it by adding a eventhanlder on the c_file table, it prevents removing the row from the table, but the attachment has been previolsy deleted.
Steps To Reproduce-Development a eventhandler to prevent deleting row from c_file table.
-Try to remove a attachments.
*The file is removed but the row on c_file it is not.
Proposed Solution-Do the file removal after removing the row from the table.

Inability to be able to prevent users from deleting attachments (while allowing them to view / download attachments) is a serious compliance issue - this was created with priority Urgent, but has not had any activity - please review.
