Steps To ReproduceAs group Admin role,
Go to Preferences window:
it is necessary to configure a preference named RM Allow Orphan Line.
Value Y.
Log out and Log in

Go to Return From Customer window,
 create a new register.
Click on Insert Orphan Line.
Product: Agua
Returned qty: 5
Net Unit price: 4
Try to select a tax. Realise that all tax options appear there.

Test plan used:
1- Login into Openbravo ERP
2- Go to Preferences window and configure a preference named RM Allow Orphan Line with value: Y
3- Log out and Log in
4- Go to Return From Customer window
5- Create a new register for organization F&B US
6- Click on Insert Orphan Line button
7- Select product that belongs to selected organization for example: Ale Beer
8- Realize that tax combo now filters by selected product tax category and header's organization.
9- Now select a product like Electricity with a tax category (Exempt) with an unique tax rate for previous selected organization (F&B US)
10- Note that tax combo is filled with one value: Exempt- Exempt.
11- Create a new Return From Customer record for organization España-Región Norte
12- Click on Insert Orphan Line button
13- Select product that belongs to selected organization for example: Agua sin Gas
14- Realize that tax combo now filters by selected product tax category and header's organization.

Fixed bug 28069: There is no filter in the tax combo of Insert Orphan Line.

Tax combo validation rule now filters by Return From Customer window header defined organization and product's tax category.
Tax combo in Insert Orphan Line pop up window will show taxes that belongs to the selected product tax category and header's organization.
