Steps To ReproduceIn QA Testing client.

Run Initial Organization setup to create a new organization.
That new organization should be "legal with accounting", under "Main". Do not select "Include Accounting" check-box. Run the process

Go to Organization window and search by the just created one. Set it as ready after checking "Allow Period Control", select a fiscal calendar and a general ledger configuration (Main/Euro).

Go to Open/Close Period Control and realize that 2014 fiscal year is not yet opened for this new organization.

Go to Costing Rule window and create a new one for this new organization. Select just Warehouse Dimension check-box. Run "Validate Costing Rule"
Proposed SolutionRealize that the costing rule has been created with an starting date that belongs to a period that is not yet opened.

Openbravo should show an error, therefore after opening the year/period, costing rule can be validated.

  Include Accounting File or Accounting Reference Data = not checked
  Parent organization = Main
  Run the process

In Organization Window
  Select the previously created
  Currency = EUR
  Allow period control = checked
  Calendar = Fiscal Calendar
  General Ledger = Main US/A/Euro
  Set as Ready
  
In Open/Close Period Control
  Filter by Year = 2014
  Select a period = Dec-14
  In Documents Tab
    Filter by Organization = the one previously created
    Verify the period status is closed for all documents
    
Create a new Costing Rule
  Organization = the one previously created
  Costing Algorithm = Average Algorithm
  Staring Date = 12-12-2014
  Warehouse Dimension = checked
  Validate the Costing Rule

Verify an error message is shown notifying the starting date belongs to a closed period

In Open/Close Period Control
  Filter by Year = 2014
  Select a period = Dec-14
  In Documents Tab
    Filter by Organization = the one previously created
    Open the period control for all documents

Delete the Costing Rule previously created
Create a new Costing Rule
  Organization = the one previously created
  Costing Algorithm = Average Algorithm
  Staring Date = 12-12-2014
  Warehouse Dimension = checked
  Validate the Costing Rule

Verify a success message is shown
