DescriptionIt is only reproducible in 3.0RR14Q3
when quotation is created, it is confirmed (the quotation should not be closed) and it is reactivated again, then the quotation can not be confirmed again
Steps To Reproduce. create quotation
. add new line
. confirm quotation
. reactivate quotation
. add new line
. confirm quotation

the quotation continues in draft status

fixed issue 27897:variable isbeingprocessed is not set to N

in quotations, when the quotations is confirmed, the variable isbeingprocessed is not set to N, because the called to callback is wrong, parameter is missing.
This callback is setting isbeingprocessed to N
