Steps To Reproduce- Create a new sales order
- Create lines
- Change the address in the header
Proposed Solutionadd a prefernce to allow or not change the address when having lines

Test Plan

As Openbravo/openbravo

Create a new Sales Order
  Verify the Partner Address field is editable
  Create some lines
    Verify the Partner Address is not editable
    Delete all the lines created
    Verify the Partner Address field is editable again.
    
Follow the above steps in Purchase Order, Goods Receipt/Shipment and Sales Order/Invoice and verify the behaviour is the same.
