Steps To ReproduceAccess the instance from a computer with a different time zone than the time zone of the server
   As group admin role:
      Create a record in the Quality Control Point window
      Add a value in the Frequency field (1:00.00)
Access the instance from a computer with the same time zone as the the server
   As group admin role:
      Go to Quality Control Point window and check the hour is different
Proposed SolutionTest if Absolute Time reference works

Clarification:

The frequency field is not referring to a time on the clock, it's referring to a FREQUENCY. If the value is 4 for example, it means that the frequency is every four hours (so at 4am, 8am, 12pm, 4pm, 8pm, 12am). This frequency should be a fixed value across all timezones.
The moment the frequency is updated to a value of 22 since there is a 6 hour time difference with Hong Kong, it means that the frequency is every 22 hours, which is about once a day. This is NOT correct.
