Summary0002720: Have a log4j.lcf and userconfig.xml by default
DescriptionThe setup tool doesn't touch userconfig.xml, so it makes no sense to have it as a template. As for log4j.lcf, not having log4j.lcf.template has the advantage that someone not using the setup tool at least will be able to run Openbravo.
