It would be fine if the Validation Process could be made by Attribute Set Value.
Steps to reproduce:
   Create a Product and assign an attribute set to it (Serial No. = 'Y' and Require At Least One Value = 'Y')
   Create a Goods Receipt with more than one line of the same product but different attribute set value
   Create a Sales Order for two units of that product
   Generate the Picking List and check two lines are shown for the same product but different attribute set value
   Click on Validate and check one line is shown for both units
