The behavior should be more or less the same than the SCO.

In the SCO there are two areas:
* In the bottom there is the "total + taxes" area, that only takes its required space, but up to a point (maximum height) in case too many items were displayed.
* In the top, there is the product list, that takes the remaining area.

In case any of these areas overflows (maximum height reached in the "total + taxes" area, or many products displayed in the top area), a scrollbar affecting only the overflowed area is shown.

In the WebPOS the behavior should be more or less the same, but taking into account that there is also an additional area, with fixed height, in the top.

Last but not least, the columns of the "total + taxes" area should be adjusted to ensure not too many space is taken.

Added mockups:

Current_01 and Current_02: the current situation with two scrollbars in cascade.

Proposal_01 and Product_02: While adding products, the bottom area remains always in the bottom and only shows the Total and the taxes for the added products. The remaining area is taken by the product list (and the scroll is shown if needed).

Proposal_03: When the information displayed in the bottom area is taller than
 * The total amount
 * Status (PAID, LAYAWAY, ...)
 * 1 tax kind
 * 2 different payment methods
or
 * The total amount
 * Status (PAID, LAYAWAY, ...)
 * 2 tax kind
 * 1 different payment methods
the scrollbar should be shown for this area.
