| Summary | 0025872: c_tax_name1 constraint does not work as exected |
| Description | The unique constraint c_tax_name1 for table c_tax does not work as expected in postgres databases.
In postgres we can create several taxes with the same client, org, name if the parent is not filled.

| Steps To Reproduce | Go to Financial Management > Accounting > Setup > Tax Rate
Create a new tax (IVA 23%) with no parent
Create a second tax with the same information
We are able to save the second one but we shouldn't |
