Steps To ReproduceAs group admin role:
   Create a Planning Method
   Add Pending Sales Order transaction type to it
   Create a product for F&B España S.A.
   Add a record for that Organization in the Purchasing and Manufacturing tab
   Create a Sales Quotation for that product and book it
   Create a Purchasing Plan for that organization
   Process it and check a line is created linked to the sales quotation with transaction type Pending Sales Order when it should not as it is not an order

Test Plan
- Login as F&B International Group Admin Role.
- Create a Planning Method
- Add Pending Sales Order transaction type to it
- Create a product for F&B España S.A.
- Add a record for that Organization in the Purchasing and Manufacturing tab
- Create a Sales Quotation for that product and book it
- Create a Purchasing Plan for that organization
- Process it and check a line is not created as Pending Sales Order.

** Re-run the test plan by creating a Standard Sales Order instead of a Sales Quotation. Notice that line is created as Pending Sales Order in the Purchase Plan line that is linked in line of Standard Sales Order created.
