Be able to include "Discount" products on a "pro-rata" basis when order is partially receipt/shipped

Steps To Reproduce

1.Register Sales Order for 10 unit of any product. Process order and defined basic discount will be applied
2. Register partial good shipment for that order (for example qty=5). It would be nice to be able to automatically ship product "Discount" line but with qty=0.5 (so only half of discount amount is applied as only half of items have been shipped)
