0025456: FISCAL PRINTERS MODULE: An order shouldn't be completed if the fiscal printer is not available.

Description

Using Fiscal printers module, we should avoid to complete an order whithout register it in the fiscal printer.

Steps To Reproduce

Configure the fiscal printer module
Do a wrong configuration of hardware manager
Make a sale

You will be able to complete the order and it will not be registered by fiscal printer

Proposed Solution

When fiscal printer module is working we should ensure that the printer is working fine just before complete the order. If it is not working we should avoid to complete the order.

We should create a preference (by default activated) to provide this mechanism. If this mechanism is disabled (not recommended) the feature introduced by issue 25340 could be used to print closed tickets as fiscal documents.
