Customer Statement is a report with Standard UI pattern and some Parameters.
The Business Partner parameter has a validation rule associated based on the selected Organization, this is where the problem seems to be.

Is this a bug or the expected behaviour?

Note fix for issue 0024801 makes available all customers regardless their organization.
