Steps To ReproduceAs group admin role:
   Create a Process Plan for F&B España - Región Norte
   Add a Version to it
   Add an Operation to it (You should create an Activity first)
   Change the Process Plan organization to F&B US East Coast
   Check through database that the organization of the Version and Operation records is not updated
