DescriptionPayment created when processing a tax payment should not be able to be reactivated
Steps To ReproduceAs group admin role:
   Create a BP marked as Vendor and as Customer
   Create a Tax Register Type
      Sales Transaction: N
      Tax: Adquisiciones IVA 21% - IVA Normal
      Document Type: AP Invoice
   Create another Tax Register Type
      Sales Transaction: N
      Tax: Entregas IVA 21% - IVA Normal
      Document Type: AR Invoice
   Create a record in the Tax Payment window
      Business Partner: previous created one
      Starting date: first day of the period
      Ending date: last day of the period
   Click on the Create VAT Registers and check there is a difference between two Tax Total Amounts
   Process it
   Navigate to the Payment created
   Notice that you can Reactivate it but you cannot delete its header
