Summary0024866: Preference "IsCustomerBalanceRestored" should be created in UpdateCustomerBalance modulescript
DescriptionPreference "IsCustomerBalanceRestored" should be created in UpdateCustomerBalance modulescript instead of be defined in AD_PREFERENCE.xml
Steps To Reproduce1. Access "Preference" window as System Administrator and try to delete "IsCustomerBalanceRestored" preference
2. Following error will be raised "Cannot insert/delete objects in a module not in development."
Proposed SolutionPreference should be created at System client but not related to "Advanced Payables and Receivables Mngmt" module (module field should be empty)

Test Plan:-
- Do ant update.database or install.source or ant smartbuild -Dlocal=no after applying the fix.
- Login as System Adminstrator Role
- Check that IsCustomerBalanceRestored in Advance Payable Receivable module does not exist in preference window.
- If there is not preference for IsCustomerBalanceRestored, it preference is created and Module is set as NULL.

There is some problem in the fix. IsCustomerBalanceRestored preference is created everytime when we do ant smartbuild -Dlocal=no or update.database.
