Summary0024841: Heartbeat Configuration Windows has 2 tabs on level 0 which is forbidden
DescriptionThat window has two tabs defined with level 0 'Heartbeat Configuration' and 'Heartbeat Log' which is not allowed.

This leads to (at least) an error being printed in the log every time that window is opened.
Steps To ReproduceLogin
Change role to: 'System Administrator'
Open the 'Heartbeat Configuration' window
check openbravo.log

Fixes Issue 0024841: Heartbeat Configuration Windows has 2 tabs on level 0 which is forbidden

Moved Heartbeat configuration log tab to level 1 as it is already showing in level 1.
