DescriptionProblem with Cyrillic characters and attachments
Steps To Reproduce-Create a file with Cyrillic characters in the name. For example: ЛЛЛЛЛЛЛЛѺѺѺѺѺѺ.pdf

-Login in the ERP
-Go to window sales order and open one in form view
-Attach the file to the order
-Verify that you can see properly the file and also in the server is fine (folder attachments)
-The problem start when you try to download and Cyrillic characters are replaced with " " in old versions and with "------zzzzzz" in the latest case for above filename.

Fixes Issue 0024112: Problem with Cyrillic characters and attachments

Encoded the file name in the content-disposition based on the browser.
Set the character encoding to utf-8.
