Steps To ReproduceAs group admin role:
   Create a Budget for the actual year
   Select the Export Actual Data checkbox
   Add a line:
      General Ledger: F&B España, S.A. US/A/Euro
      Account Element: Compras de mercaderías
      Amount: 50
   Click on the Export Budget to Excel
   Check that the actual column has a negative value

There is not a bug in the code.
This bug has been fixed unchecking central maintenance checkbox in F&B España in General Ledger Configuration, because the configuration was not synchronized.
