Steps To ReproduceLogin as Openbravo/openbravo

Create a new Role:
- Client: F&B International Group
- Organization: *
- Name: New Role
- User Level: Organization
Create a new record in Org Access:
- Organization: F&B US
Create a new record in User Assignment:
- User/Contact: Openbravo
- Role Admininstrator: Yes
Click on Grant Access:
- Select Financial Management and All and Click OK.

Create a new Fiscal Calendar for Organization: *
Create a new Year and it's Periods.

Log out, Log In and change to New Role.
Go to Open/Close Period Control and try to open any Period of the previously created ones. It fails.

Fixes Issue 23416. Adds OBContext.setAdminMode(false) for allowing to
access other Organizations.
