0023343: API Change - Event Handlers are disabled while data is being imported

Description

In the fix of this issue [1] the behaviour of the event handlers was changed, and now they are disabled when data is being imported.

This way both event handlers and triggers are disabled when data is being important, it was not coherent having the triggers disabled and the event handlers enabled.

This change will affect those who have event handlers that need to be executed when data is being imported. In that case they should move that logic somewhere else, or ensure that the data being imported has been previously modified.
