DescriptionFunction m_inout_create is not taking into account the storage bin priority

The problem happens when you do not have stock of one product.
Steps To Reproduce-Create a new warehouse and 2 storage bins (one with higher priority)
-create a product without stock
-allow negative stock in the client window
-create a "POS order" sales order with the previous product,warehouse and complete
-verify that the created "goods shipment" is not taking the highest priority storage bin.

It happens the same if you select the ceated warehouse but you have another warehouse with the product with stock. The storage bin with stock is going to have a higher priority
