Summary0022818: You cannot process a "line-less" purchase invoice.
DescriptionBefore the MP17 you could process a purchase invoice with 0 lines, just with tax lines declared (for DUA invoices).

Now in MP18.2 you cant.
Steps To ReproduceCreate a Purchase invoice header.
Go to invoice tax tab. Add a line or more.
Dont add lines
Try to complete the invoice
Proposed SolutionRevert the commit which changed this.
