It is more logical to have the cost calculated on the basis of Purchase Invoice, because only at that point we know if anything changed in the price (usually not), and what the final cost really ended up to be.

If in the future we have landed cost; also the additional incurred costs would be mentioned in the invoice (not the order), because only at that point we can know them, and then the costing rule should take these additional costs into consideration.
