Steps To ReproduceAs Group Admin role and Org: F&B España,

   Go to G/L Journal window:
     Create a new register:
         Org: US
         Currency: USD
     Go to Header tab:
         Org: US
         Currency: USD
         (that is a wrong configuration to see the 'Rate' field, but is the only possible way to do it due to the issue= '21974')

        Rate: 3
Go to Lines and create two, the first one filling the debit and the other one filling the Credit.
Realise that the rate is not applied
