DescriptionModify validation for reactivate process of a payment so that additional action can easily be enabled.
Now validation just takes into account active action. By enabling deactivate action application will behave the same but enabling deactivated action will be much easier.

The validation does not filter out (by default) non active values, so the combo shows the "old" reactivate action (**Reactivate) although it is not active.

This is a regression fixed on 0021363.
