Summary0021252: Wrong instruction to restart tomcat in Module Management window
DescriptionWhen you install a new module, the Module Management window prompts users to rebuild the system.

After the system is rebuilt, users have the option to either restart Tomcat or to postpone the restart.

If you postpone the restart, the Module Management window shows a link with "Restart Tomcat" to prompt users to restart it.

If, in that state, you install an additional module, the logical next step is to rebuild and the system should prompt you for that.
Instead it continues to prompt to restart Tomcat.
Steps To Reproduce1) Install a module
2) Rebuild - Do not restart tomcat
3) Install another module

The module management window should display in the top right "Rebuild system" instead it displays "Restart Tomcat".

There is a workaround as the system can be rebuilt from the module line.

Fixues issue 21252: 'Rebuild system' has precedence over 'Restart Tomcat'

Now, in the Module Management window, if a rebuilt has been done and them some more modules have been installed/uninstalled, the enabled process will be 'Rebuild system', instead of 'Restart Tomcat'
