0020670: EditCCPMeasureValues report has to be re-designed

Description

The report EditCCPMeasureValues.html has to be re-designed because it is not working correctly.
The labels for values are very short, when you have a lot of values not all the values are showing, when you have more than one hour is not showing the data correctly...

A screenshot is attached.

Steps To Reproduce

Go to 'Quality Control Report', create record for its child tabs.
Go back to the header and press 'Edit CCP Measured Values'.

Notice that the edit labels are very short.
Notice that if you have more than one hour data is not showing correctly.
Notice that if you have more than 10 values (values tab), not all of then are showing in the report.
