Fixes issue 019458: It is possible select an inactive Business Partner in the Business Partner selector.
Now all BP selectors are filtering by isactive a 'Y', so the inactive BP are not posible to select

-verifie in all windows that all selector are working like it is expected:

windows for BP selectors:
-payment in and out.--> "Business Partner" selector
-financial account/Bank Statement Lines --> "Business Partner not filtered by default by customer/vendor" selector
-APRM_TransactionModify process --> "Business Partner selector" selector

windows for Products selectors:
-sales order --> "Product" selector
-goods shipment --> "Product Complete" selector
-APRM_TransactionModify process --> "Product selector" selector
