Summary0019209: New Region can not be created in Form mode
DescriptionNew regions for a country can not be created in Form mode as the text input and labels do not show up.
Steps To ReproduceGo to "General Setup -> Application -> Country Region and City", select for example Spain in the Country tab, move to the Region tab and try to enter a new Region in Form mode.

Reviewed the diff and also tested that before the change fields were hidden for the country "Spain", and after the fix, they are shown.
