0001899: On Inventory the \"create count\" may repeat line numbers
Description:
If I create an Inventory with a line and then I import some lines with the Create Count process,
the lines numbers start on 10, even if there are a line 10.

Environment:
Server:
 OS: Linux Centos
 DB: Oracle
 Openbravo: 2.33
 Language: English
Client:
 OS: Windows XP SP2
 Browser: IE7

Steps:
1. Go Warehouse Management > Transactions > Physical Inventory
2. Create a new Physical Inventory
3. Move to Lines Tab
4. Create a line. By default it has the Line Number "10"
5. Go back to the Header and import some lines using the Create Count Process.
6. Move to Lines Tab, the imported line numbers begin on 10, so there are two 10s now. (see attach)
