Payment IN window is not working in the case of a multicurrency payment In

Steps To Reproduce

Create a payment method with below setup and assign it to a financial account.
See screen one.

Go to Payment In window and in the F&B España org, try to enter a payment IN for a Customer by using that payment method and selecting USD currency. It is not possible because there is no option to select USD currency.

Realize that it is not possible even in the case the payment method has the "payment Out Allowed" flag active. That's wrong.
